Johnson’s arrival could help to replace the vacuum created by Harry Kane’s departure to Bayern Munich last month.
He is leaving Forest after 14 years with the club.
“While we’re obviously going to miss Brennan and the memories he’s given so many of us when he lit up the City Ground on the right wing, we’re extremely proud of him and pleased that he’s got this move as he enters the next stage of his career,” Forest manager Steve Cooper said.
“Everyone knows how good he is on the field, but many people don’t see the kind, humble, and genuine young man he is off the field.” He was always learning, always humble, and had a wonderful personality while interacting with his teammates and staff.”
Spurs have seven points from their first three Premier League games, and they go to Burnley on Saturday.
Tanganga switches loans to Augsburg.
Tottenham defender Japhet Tanganga has left the club to join Augsburg on loan.
The 24-year-old’s contract includes a £5.1m (6m euros) buyout clause if Tanganga plays a certain amount of games and Augsburg stays in the Bundesliga.
Tanganga, who was born in Hackney, has been with Tottenham since he was ten years old.
Tottenham are also interested in Chelsea and England midfielder Conor Gallagher and Bournemouth defender Lloyd Kelly, in addition to Johnson.
However, it is believed that players may be forced to leave before further transfers can be completed.
